After upgrading database to 19.3 we get "Error processing request"

Hi,

Upgraded APEX from 4.1 to 19.2 without any issues (DB still 11.2.0.4). But after I upgraded the database to 19c, we see this on the login page:

Error processing request.

Contact your application administrator

Any ideas?

(this worked before I upgraded the db)
