After removing AD unable to login to DSCC

We installed Oracle Directory Server on a Windows Domain controller server, so next to AD, using different LDAP ports.
After removing AD from this server, we are unable to login with the administrator accounts.
DSCC reports:
Failed to contact the DSCC registry
Make sure that the DSCC registry is online and listening on ldap://SWCIR0008.d.ns:3998.
Use f:/Programs/Oracle/dsee7/bin/dsccsetup.exe status command to check the DSCC registry status.

The command: f:/Programs/Oracle/dsee7/bin/dsccsetup.exe status
Reports:
DSCC Agent is registered in Cacao
Cacao is down. Start it using:
f:/Programs/Oracle/dsee7/ext/cacao_2/bin/cacaoadm.bat start
Cacao uses a custom port number (21162)

Path of DSCC registry is f:/Programs/Oracle/dsee7/var/dcc/ads
Port of DSCC registry is 3998

The command: f:/Programs/Oracle/dsee7/ext/cacao_2/bin/cacaoadm.bat start
Reports:
Error handling error: 1332, LookupAccountName for [Unknown] failed at F:/Programs/Oracle/dsee7/ext/cacao_2/lib/tools/scripts/CacaoAdm/PlatformFileHelper.pm line 202.
Cannot remove file: [F:\Programs\Oracle\dsee7\ext\cacao_2\var\run\cacao\cacaoadm4oWmOu].

Note that the file mentioned does not exist and is named different every time we execute the program.
