after reboot vip address isn't pingable from the client(but it shows up)

after i reboot one of the node from my rac. Every seems to be up and running.
the crs_stat shows the whole system is up. the vip service is online. even the eth0:1 shows up in the ifconfig. But somehow the client servers can't ping the vip nore can't connect to the instance via vip address.

Somehow, I can ping to that vip from other nodes in the cluster.

Then when i restart the instance and all the asm and nodeapps, the vip is up and pingable from the clients.

Could someone help me how to trace and fix this problem?

note: the vip is in the dns server
