After Oracle IAS 9.0.3 install -Invoking EM -"nmupm.exe" takes up 100% CPU

I had TopLink and JDev instaled on a Win 2K prof. machine.
They work fine.
TopLink is contained in c:\OraHome1.

I installed Oracle IAS 9.0.3 into c:\OraHome1
No problems during install...
http://localhost:7777 works fine.

When I invoked Enterprise manager
a process "nmupm.exe" is created that takes up 100% CPU.
I cannot kill the process.
And the Enterprise Manager web page doesnt load up... the dialog asking for the password comes up, but irrespective of whether u give the right password or not...the problem persists.

I tried to stop all the Oracle IAS services... all of them stop EXCEPT the OracleOra9ias_homeEMWebsite service. Its not responding !

Can someone please help me ?

(PS: Im not sure if that nmupm.exe is related to Oracle at all .. or is it Norton Anti-virus related file)... but please reply if anyone else faced the same kind of problem / know anything abt this.
