after daylight savings time change for EST the following query is 1 hour off.

WITH T1 AS (SELECT CAST (SYSDATE AS TIMESTAMP WITH LOCAL TIME ZONE) MRD FROM DUAL)
SELECT MRD, TO_CHAR (CAST (NEW_TIME (MRD, 'GMT', 'EST') AS TIMESTAMP WITH LOCAL TIME ZONE), 'dd, hh24:mi:ss') EST_TIME
FROM T1

-- it seems to return 1 hour earlier now after daylight savings time
--- all help would be appreciated to have the query take that into account.
