ADF - ORA-02291: integrity constraint (AMIR.SYS_C0033048) violated - parent key not found

I am facing "Parent key not found" exception in my application. However, when I see both keys they do exist.

Please see following screenshot. It shows that both tables have same parent and child key.

Now the below screenshot shows the error when I try to commit the webpage by pressing "upload and save" button. Please see below image.

P.S. When I run APP MODULE the tables commits all operations successfully.

Please guide me to resolve the issue.
