ADF Job Scheduling

Scenario is,

I m going to develop an Fusion Web Application for a Local School. Application will Automatically send SMS and email notification to Student's Parents at the end of School Time about DailyHome Work and to inform about absent students. SMS will be sent using API purchased by Branded SMS Company. so my Java code is used to send request to their API to send SMS. I need to know how I can Schedule my Java code to run automatically according to my set time?

I have to include extensions? I hope, will no need to purchase any extension from Oracle Support
