adf 12.2.1.4 page is expired pop up shows up before session timeout set in web.xml

We have users in prod facing this issue in our 12.2.1.4 app where session timeout in web.xml is set to 60 mins…but after the page is left idle, approx 30 mins, then page is expired pop up shows on the screen.

I am not finding any clue as to what has happened. I am able to replicate in lower enviroments too. But I am not sure how to debug this issue.
