Adding video background to apex region

Can someone point me in the right direction as to how to best add video background to an Oracle Apex application?

I noticed this site for the background of an Apex sign-in page:

I have a video loop (mp4, could be converted to whatever is supported) that I'd like to play in the background of the Apex application for some specific pages of the application.

Can someone shed some light on this for me?
