Adding a new Parameter needs Database bounce ?

Hi All ,

Please let me know , whether Database bounce is needed , if we add a new parameter [parallel_force_local] to be added / appended to the existing pfile/spfile.
This parameter is not all present in the Database , however I am aware that we change its value True to false or vice versa with out a DB bounce .
But adding this new parameter to the init file , needs a DB bounce ?
