Adding a new foldout custom panel inside a fusion page.

Hi,

I am trying to add a new foldout custom panel inside a fusion page. It shows randomly but not always. The new extension rule created to just show that section coming from a fragment works intermittently, else the built in rule always supersedes. Please guide. Let me know if need more details.
