Add the ability to trace downstream for GenerateTagStepsCommand

Currently the GenerateTagStepsCommand only traces upstream to find devices to tag. SDGE would like to add the ability to also trace downstream.
This functionality would be used for PSPS (Public Safety Power Shutoff) events, where they need to add tags both upstream and downstream of a switch.

Desired functionality would add a new parameter specifying trace direction(s) - upstream, downstream, or both.
Also, they would like to add a parameter on whether to include the selected device in the tag list.
