Add Standby database from OEM

I am attempting to setup Active Dataguard.

I click on 'Add Standby Database' and go to the configuration process. Once done, I click on Finish', it brings me back to a screen to 'add standby database'. I go through the process all over again and it brings me back in the loop again.

Next page should have been a DataGuard Home page to see the progression of creating the standby database, however, nothing is happening.

Oracle 12.1.0.2 on Solaris 11.
