Add Standby database error - no named credentials defined

I am trying to set up a new physical standby database using OEM 13c. My primary database is Oracle 12.2 on Oracle Linux 7.5. The software is installed on the standby server. I get to the Confirmation page and when I click next it comes up with this:

Error

There are no named credentials defined.

Any ideas what is missing a names credential? I have named host credentials on both servers. I also have a named SYSDBA credential on the primary.
