Add popup message on checkbox checked value

Hi.

We are using Oracle Apex 22.2.4.

We would like to implement a pop-up window that appears, if a user selects IR checkbox, and if checked value is not yet added to another detail table, a pop-up message should appear and have question with yes and no answer. If user selects yes, the selected value should be added to the detail table, in no, to another one?

What could be the best approach/solution for this functionality?
