Add OU Domain Administrators

I'm using
iPlanet Messaging Server 5.2 Patch 2 (built Jul 14 2004)
libimta.so 5.2 Patch 2 (built 19:30:12, Jul 14 2004)

I have created 2 Organization Unit for the existing domain, each of the ou i've created People and Groups...I managed to add users into the ou...
When I try to add Domain Administrators for the ou using IDA I receive error message windows :

Status: AddUserToAdminGroup
Failed:
Entry does not exist
