Add logic for CCS to be able to handle other meter status other than Connected/Disconnected

When CCS receives an ‘Unknown’ meter status from the UIQ AMM system, the orchestrator will loop indefinitely because the orchestrator when retried by D1-CREDW, will not generate a Device Completion Event and will create new commands to the meter.

It would be beneficial if the orchestrator/activity errors based on how many child activities receive an invalid meter status. Then it would be able to create an SIO for a field order to check the meter.

This issue was encountered when implementing Polling configuration to our CCS prod environment 23C.
