Add loading csv file function instead of using SQL loader in Toad

Hi Team,

There was a new request from our business to implement CSV file through Oracle APEX.

Here is process what is currently going with business team

- Using control file there are generating files and once generated there will upload using SQL loader in toad and insert into tables.

- Now the requirement was in APEX, what could be best design to implement these to avoid control file process through Oracle Apex.
