Add Installation Options - To Do Monitor Plugin Spot

Some To Do Monitor logic may need to be run globally on all To Dos. Currently, that can be done by plugging in a To Do Monitor algorithm on every To Do Type. It would be more efficient if there was an Installation Options level plugin spot for To Do Monitor, similar to To Do Pre-Creation.
