Add "Cancelled" Option on Billable Charge Upload Staging Status

We need a billable upload staging record state where it is final and not editable as the billable staging record is needed for auditing (e.g. canceled)

It would be good to have a purge batch for Cancelled Billable upload staging with ‘Canceled’ status
