ACL - APEX_04000 help!

Hi All

Having a additonal problem with acls, I say that because I posted a question regarding web services a few days ago.

Take that right out of the equation, I have an odd behavior I would like to report and see if any one else has run into the same issue.

In our dev environment where Application Express 4.0.1.00.03 is installed -
there are two workspaces GINOS AND DM_DEV
Each workspace has several application in them belonging to different schemas.

The ginos application/ workspace- GINOS/schema ginodba will not print - get the ORA-200001standard error which usually indicates the need to enable network services.

The other application(s) /workspace -dm_dev/ICSDBA schema or ODDDBA etc.. / printing of pdfs work fine.

These ACLS are driving me nuts! I dropped the powe_user acl and recreated! I've added GINODBA as a prinicpal to the power_users.xml WITH CONNECT,
I've exported the appication into the dm_dev workspace.. nothing!

Any ideas? Is this a bug?
