Account Locked Trigger

I had a previous thread were I was working through the process of locking managed resources when the OIM was locked. I originally based the Lookup.USR_PROCESS_TRIGGERS on the field USR_PWD_EXPIRED and everything worked fine. I am now trying to change the process to trigger on when USR_LOCKED is changed. However, when I change the Lookup value to contain "USR_LOCKED" the process task never gets executed. Is there something special about the USR_LOCKED attribute that it can't be used as a trigger? Or is there something else I need to define on the process task?
