Account Locked. Maximum login attempts have been reached and your account has been locked

When: Requesting Authorization on Behalf of a User, the user agent shows the cerner login wepage succesfully, and when i enter the test username and test password it says:
‘Account Locked. Maximum login attempts have been reached and your account has been locked. Error code 500(internal server errror).’

I am using Cerner's test sandbox and test username and password and the previous day everything was working.
