account getting locked after password change

Three developer systems are connected to the oracle server.All the three were accessing database using test/test.
I provided them a new user/password to access the database and changed the password for test user.
As the password for test is changed it is getting locked again and again as a large number of failed login transactions were there
Approx around 13000 in 30 minutes.
I think some application is trying to access the database with old user/password.
I restarted 2 systems of the total 3,but problem still persists.
What else should I do now?
Will restarting the third system work here?
Can not restart it for next 12 hours due to some issues.
