Accessing user folders as administrator

Hi, I have seen another thread on here discussing how to access user folders as an admin but i need to ask a question before I attempt it.

The solution I have seen is to tick "apply permissions to sub folders".

After doing that though, will the user still be able to access their folder or will their permissions be overridden with the permissions on the parent directory.
