Access to Essbase in PBCS

Hi, we are trying to decide whether to move to cloud and one of the consideration is access to Essbase in PBCS. My understanding is that a Planner in PBCS cannot be granted access to Essbase and only admin can access the Essbase backend. Is there no way to access Essbase in PBCS?
