Access to Apex: ..not a valid Application Express application export file

Sorry if this is a basic question covered in the FAQ. I am attempting to convert the simplest possible Access 2000 database into an Apex app as proof of concept. The database has a single table and that is all.

I open the .mdb file in SQL Developer, chose 'Access 2000 exporter', export the .mdb as Both and end up with a .sql and a .xml file. When I attempt to import either of these into Apex, I get this error: 'File is not a valid Application Express application export file.'

I have run a Repair and Compact on the .mdb and Documenter does not report any trouble.

What am I missing here?
