Access is Denied error when trying to create a Oracle Database Project

I'm running 10g R2 and Visual Studio 2008 on Windows Vista. This is a testing environment. I tried installing ODP.NET 11g on this machine only to encounter the "Package Load Failure" wonderfulness that everyone else on the forum seems to be enjoying. I believe I was able to resolve that issue using the solutions provided here at http://forums.oracle.com/forums/ann.jspa?annID=258 . However, I now have a popup window saying "Access is Denied" every time I attempt to create a Oracle Database Project from the VS project types menu.

Any ideas?
