about RSA public exponent

Hello, everyone,
In RSA algorithm, the public exponent is always 3 or 65537, does anyone know why? And if possible, can someone point some material to me which can give a detail explanation on choosing e to be 3 or 65537 instead of any other number?
This is maybe not a java question. I post here just in case anyone have any information about it.
