About downloading Oracle Software&document

I want to know if Oracle allow free for download why dont it allow
download manager ? Even if I gave the username/password i can
not download it by the download manager.
It is also true for oracle documents.
Does the Oracle people expect every one has dedicated 1mb/min connection ?
Why you people do not allow resume ? It is big software and it needs resume
support.
Hope some one form Oracle give a answer.
