A terminal server must be in install mode??

I'm trying to install the ODP.NET 10103Beta software on a windows 2000 server machine. But I get a message saying a terminal server must be install mode. I don't understand this. I'm currently running the 10101 stable and had no problems with that.

Any help would be appreciated.
