A supported CVS client has not been detected in your PATH.

I'm trying to use the "Concurrent Versions System". The server is cvsnt, the client is wincvs 1.2 or wincvs 1.3. The JDeveloper is Version9.0.2.829.
When I'm trying to logged on to the pserver, I always encounter the "A supported CVS client has not been detected in your PATH.Continue using CVS."
By the way, If I login to the pserver by wincvs1.2/wincvs 1.3, it was woking.

What am I doing wrong?
