9ias installation on win2003 - ...Service pack 1 or higher...

Hi all,
I have tried installing Oracle9iAS Release 2 (9.0.3)on windows 2003 but failure. It appears this message "...Service pack 1 or higher..."
I really want to install 9iAS instead of 10G if it is possible.
Could you tell me more?
