8i Client on Windows will not install

I can not get the Oracle 8i client to install under Windows 2000 SP2 professional. When I select install from the CD initial menu, nothing happens. At one point a message comes up that components are missing from the CD.

I downloaded the client, but setup.exe does nothing and apparently just exits.

Any ideas of a way around this instead of a hard drive reformat?
