6881 Response APDU from a set PIN command APDU on NXP

I am trying to set the PIN on an NXP JCOP41 smart card. I receive a 0x6881 response (Logical Channel not supported or not active) when I send a set PIN partial command APDU:

02 24 00 06 00 00 00 00 00 00 00

I have also received this response (6881) when sending an Entity Service CLA to install the root certificate (CA) on an entity card:

03 03 00 00 00 00

Has anyone else run into this? If so, how can I get around it?
