64 bit Database not compatible with 32 bit PL/SQL Developer and 32 bit TOAD

I have installed 64 bit Oracle 10g on Windows 2008 64 bit server. I have 32 bit PL/SQL Developer installed in client pc. When I tried to connect to Database I am getting below error.

Cannot load OCI DLL: C:\oracle\product\10.2.0\db_1\BIN\oci.dll

Please Advice
