403 Forbidden error received trying to download a jpg file

Referring to the Oracle 4.2.1 packaged application 'Sample File Upload/Download', when I click on the Download link provided in the app for a Chrysanthemum.jpg , I receive the error:

403 Forbidden .... You don't have permission to access /apex/apex_util.get_blob on this server.

Can someone tell me what is going on with this error code? Is there a fix?
