3gp file compression

I m new In java Multimedia such as vedio (3gp) programming.
I m successfully configured the JMF and FOBS to play a 3gp file in my Java Program.
Now I have to compress a 3gp file having size of 10 Mb or larger into a 3gp file having size of 2Mb or less.
Actually It's a mobile application which have to play the 3gp file.
But when i upload the vedio file into server i want to compress that file in my server
and after then i have to split that File into several number.
The reason is, that the mobile client who play the splitted file requre less load on the bandwidth.
So. Can any one pls tell me how i have to start......
I thing i can do the file split part. Problem is to compress that 3gp file into 3gp file.
