3GL and 4GL

1.(a) Explain what is meant by "Third Generation (3GL, high-level) language" in contrast to "Fourth Generation (4GL, Procedural) language"
(b) Using your answer in (a), state TWO features that make PL/SQL belong to either 3GL or a 4GL
Im having trouble answering this question as i cant seem to find anything relating to PL/SQL specifically. Any help will be appreciated, Thanks.
