3151 Odbc call failed !

Hi all,

I have a problem about database connection,

Our system wrote by visual basic,

Sometimes when our client try to connect oracle database we get "3151 odbc call failed" error message but when we try same process in other client pc we can connect succesfully we can not find the problem, several times we move database different servers but problem is still occurs.

I think there is no problem in database,

Is the problem can occur in network or client pc ?
