19.4 - Missing SQL Editor Code Templates Menu Item

I have version 19.4.0.354 of SQL Developer on Windows 10.

Today I went to modify a SQL Editor Code Template of mine, but that menu item is missing from Tools > Preferences > Database...?

I have both restarted SQL Developer, and rebooted my machine, to no avail.

Any ideas?
