1628: Failed to complete installation

I'm trying to install OracleXE on a 64-bit Win7 box, and I can't get it to install correctly. It just keeps giving me a dialogue box with error 1628: Failed to complete installation. Is there any remedy that will allow OracleXE to be installed in this environment? What causes this error?
