1608: Unable to create InstallDriver instance Return Code: -2147221164

I downloaded Oracle Express Universal Windows installer for 10g Edition 10.2.01 and I tried to run it on a Windows XP Professional pc... It gives some messages about trying to extract the msi, but then it gives an InstallShield error: 1608: Unable to create InstallDriver instance Return Code: -2147221164

Does anyone have any suggestions? Aim me in the right direction? I'm wondering if I've got some kind of incompatibility in my version of InstallShield... It bombs out after the message, so I never actually get far enough to begin the installation...
