1607: Unable to install InstallShield Scripting Runetime - beta 3

I tried to install XE beta 3 on Windows XP SP2, but got the following error message: 1607: Unable to install InstallShield Scripting Runetime.
I then removed my TNS_ADMIN environment variable and tried again. This time it was installed fine. TNS_ADMIN has probably nothing to do with the problem but
