12.2 database registration with OID12.2

Hi

I am trying to register my 12.2 version of RAC multitenant database with oracle internet directory. I am using dbca silent mode to register however the dbca always complains that there is no listener registered with the database. I checked the mos document 2370412.1 which points to setting up the local_listener parameter. However even following this workaround i still continue to get the same error. Anyone else faced this issue? any workarounds avaialble? Appreciate if you can provide some pointers

[FATAL] [DBT-12107] There is no listener associated with the database,that is required for the correct configuration of directory service.

   ACTION: Register the database with a listener.
