11gR2 client pre-req semmni fails

Installing Oracle 11gR2 client on RHEL 4 x86 and prereq for semmni fails to recognize Linux value. The value is:
1001 semele > /sbin/sysctl -a | grep sem
kernel.sem = 256 32000 100 150
and this has been set in the /etc/sysctl.conf file and Linux sees this value. But the OUI says expected value 128 and actual value 0. I have successfully installed the client on another Linux server with the same basic install with no problems. For some reason Oracle is not reading the semmni value.

Any suggestions?
