I have been using Oracle 11g for my Database class this summer, but have run into an issue. When I start the database, I hit the "Get started" and it usually brings me to my localhost and provides me with a GUI in Chrome to type SQL commands, run scripts, etc. Instead I get the same "127.0.0.1 refused to connect" every time. As far as I know, I have not done anything extraordinary to cause this since last week. I have tried using different browsers, typing "localhost" instead of "127.0.0.1", and resetting browser settings to their defaults. I am starting to fall behind and my teacher does not know how to fix this, so all of you are my only hope for this.
