10g - ORA-28595

Testing 10g on a new server (NT4). I've got ORA-28595: Extproc agent: Invalid DLL path. The .DLL is in the $ORACLE_HOME\bin. The same DLL call works fine on my production server running Oracle 8.1.7. Any idea?
