10g Instruction: you must install .NET Framework version 1.1. (for Vista)
In "What's New.." of the 10g v2 Installation Guide, it says:
*.NET Requirements on Windows Vista*
To run Oracle Data Provider for .NET on Windows Vista, you must install .NET Framework version 1.1.
I did not do this :-( and am now working on a (hopefully successful) reinstallation. However, I note in the OLD installation, there is a component installed:
Oracle Data Provider for .NET 2.0 10.2.0.4.0
This looks like it is using .NET 2.0.

I am wondering if I should install the .NET 1.1?
