1:M relationship (mandatory on both sides )

two tables are related to each other by a 1:M relationship and this relationship is mandatory on both side..
a NOT NULL foreign key is added in the table on the "M" side to represent the Mandatory condition on the "M" side..
my question is that how to implement the Mandatory condition in the" 1" side of the relationship...
